Pending Negotiation is a mechanism that allows sellers to decide whether or not to sell at that price, even if the bid price does not reach minimum bid price (asking price), but does not immediately become unsuccessful.
On the day of the pending negotiation, the seller can look at the bid price and decide "sell at this price/not sell at this price" by himself/herself. Even if the bid is less than the asking price, it can lead to a chance to sell depending on the situation.
